Lateral or Vertical Thruster does not operate in one or both directions.
Failure	Thruster Motor or Motor Controller is inoperative.
Cause #1	Thruster motor is bound, or Motor Controller is electrically faulty.
Fault Isolation #1	Replace thruster to verify thruster is faulty.
Cause #2	Position has no communications with, or power from LBV (above Fault Isolation did not correct problem).
