Thruster motor is bound, or Motor Controller is electrically faulty. |
| Fault Isolation #1 |
Replace thruster to verify thruster is faulty. |

| Cause #2 |
Position has no communications with, or power from LBV (above Fault Isolation did not correct problem). |
